Liberalizes the Legal Regime for the Provision of Services

The Government approved a set of principles and rules governing free access to the market by service providers. The goal of the new legal framework is to guarantee the freedom of establishment of services providers irrespective of their nationality, place of residence or registered offices, thereby prohibiting any type of discriminatory treatment. Excluded from the scope of this statute are the services to be provided under the State’s authority, air traffic services and the financial, media and telecommunication sectors. The licensing procedure was also significantly simplified, being the service companies now allowed to handle their whole licensing process through the newly created services electronic desk (“balcão único electrónico dos serviços”).
