National Development Plan 2023/24 - 2027/28 promotes new FDI

On 26 October 2023, Eswatini launched the National Development Plan 2023/24–2027/28, which aims to promote new foreign direct investment in the country. The Plan includes the following strategies and programmes, among others:

  • Opening of the mining sector. Explore mining opportunities and enable the granting of mining licences.

  • Optimizing the tax structure, rates and incentives. Conduct a comprehensive tax analysis and international comparison to optimize the tax system; develop a national incentive policy; assess investment competitiveness; refine regulations on special economic zones; and explore non-fiscal incentives to boost investment and labour-intensive businesses.

  • Targeted investor promotion. Develop a targeted investor promotion plan, enhance investment agencies, attract key sectors and companies, explore international promotion channels and study successful country strategies to strengthen Eswatini’s investment appeal.

  • Private sector involvement in infrastructure development. Develop and enforce specific public–private partnership policies; limit projects to those benefiting Eswatini; prioritize infrastructure maintenance and long-term planning; enforce preference margins in procurement; promote ecotourism and investigate opportunities to expand non-hospitality-focused tourism; and link business incentives to the use of existing infrastructure.
