With the entry into force of the Law № 399-VI RKZ adopted on 2 January 2021, the institution of investment agreements was introduced in Kazakhstan. Its aim is to support investors in implementing investment projects in priority sectors with a value of no less than 7,5 million MCI. Investment agreements specify investment preferences available to investors, who have concluded them, and the underlying legislation provides for 25-year stabilization clause in case of a legislation change. Additionally, the law envisages a reimbursement by the state of up to 20% of the costs of construction and installation works and purchase of equipment of investment projects and envisages a simplified procedure for public procurement with entities having concluded investment agreements.
