New National Security Memorandum on Critical Infrastructure Security and Resilience

On 30 April 2024, the President of the United States signed a National Security Memorandum to secure and enhance the resilience of critical infrastructure and to replace a decade-old document from 2013. Although the memorandum is an internal document addressed to various departments and agencies supervised by the President, it also touches upon foreign investment. It recognizes that certain bodies, like the Committee on Foreign Investment in the United States, "have specific roles in protecting and securing critical infrastructure through the review of foreign investment transactions". It also directs them to "leverage existing authorities to also address the risks to critical infrastructure posed by foreign investment activity, and supply chain reliability and illicit access to sensitive information".
