Adopted the Public-Private Partnership Act

On 14 May 2019, Angola enacted Law No. 11/19, the Public-Private Partnership (PPP) Act. This law modernizes PPP processes by simplifying approvals, shifting risks to private partners, and allowing broader project proposals. It strengthens oversight and introduces alternative dispute resolution, promoting efficiency and accountability. As part of Angola's Privatization Program (PROPRIV), the law aims to diversify the economy and attract investment while safeguarding public interests.

Replacing the 2011 PPP law, it broadens the scope of PPPs, excludes certain partnerships, and establishes a PPP Unit under the Ministry of Finance. The law also mandates stricter project evaluation, pre-feasibility studies, and clear risk distribution, aligning Angola’s PPPs with international standards.
