Algeria adopted a public procurement decree in July 2010, which increases the preference margin for local firms to 25 percent from 15 percent. Algerian firms competing with foreign bidders will win the contract even if its bid is up to 25 percent more expensive than the lowest price quoted. It restricts tenders to Algerian firms if they are available and have the required standard wich, inter alia, gives national firms preference over foreign firms in public contract processes, and also requires foreign firms to enter into a joint venture with national firms.
