Introduces mandatory Omani employment rules for foreign investment establishments

On 15 June 2025, Oman issued new workforce regulations mandating the employment of Omanis by foreign investment establishments. The regulations set out detailed implementation measures under the 2023 amendments to the Labour Law, which established the principle of mandatory employment of Omani nationals. Under the rules, foreign investment establishments whose commercial registration has completed one year of operation are required to recruit at least one Omani within three months, either through direct employment or by submitting a clear employment plan that leads to actual appointment. Larger firms with over ten employees face restrictions on new licences through the Ministry of Labour’s digital platform if they fail to comply. Smaller firms with fewer than ten employees have six months to hire an Omani, present a feasible plan, or undergo assessment for local value contribution. Those showing tangible contributions may qualify for temporary exemptions. The regulations entered into force on 15 June 2025.
