Enforces new 24 per cent local ownership rule for mines

On 8 October 2024, Botswana adopted the Mines and Minerals (Amendment) Act No. 14 of 2024, introducing significant reforms aimed at promoting beneficiation, strengthening sector governance, and increasing citizen participation in the mining industry. Under the amended law, mining companies are required to offer a 24 per cent stake in new concessions to local investors if the Government decides not to purchase the stake itself. Previously, the Mines and Minerals Act allowed the Government to acquire a 15 per cent shareholding in any mining concession upon licensing, with the possibility of securing a larger stake in diamond projects. Act No. 14 of 2024 officially came into force on 1 October 2025.
