Approves electricity storage capacity procurement mechanism (“Macse”) and holds first auction

On 10 October 2024, Italy operationalised an electrical storage capacity procurement mechanism (MACSE) under Legislative Decree No. 210/2021, establishing a state-backed framework to support investment in large-scale electricity storage. The mechanism provides long-term remuneration to storage developers, covering investment and operating costs, with the aim of improving grid stability and integrating renewable energy.

The €17.7 billion scheme was approved by the European Commission under EU State aid rules. In September 2025, the transmission system operator Terna conducted competitive auctions for battery and hydroelectric storage projects, awarding the full 10 GWh capacity to seven operators.
