Adopted Special Economic Zones Act 2025

On 12 June 2025, Solomon Islands adopted the Special Economic Zones Act 2025 (No. 1 of 2025), establishing a legal framework for the development and governance of special economic zones (SEZs). The Act covers land use, licensing of developers and operators, the creation of a Special Economic Zones Authority, transparency measures and dispute resolution mechanisms.

minimum investment of $5 million is required for foreign investors to be eligible for incentives under the Act, which include: 

  • Exemption from corporate tax, withholding tax (on rent, dividends and foreign loan interest), and pay as you earn (PAYE) tax on emoluments of foreign staff for up to 10 years. Exemptions also apply to stamp duties and local levies, subject to approval.
  • Duty and tax exemptions on imports of capital goods, raw materials, utility inputs, administrative vehicles, emergency and firefighting vehicles and equipment, and employee transport vehicles.
  • Automatic four-year work permits for up to five foreign personnel, with additional permits subject to approval. Short-term business visas on arrival for key staff (up to two months for domestic manufacturing, and up to three months for export manufacturing).
  • Free repatriation of profits, dividends and liquidation proceeds; access to export credit guarantees; authorisation for servicing of foreign loans.
  • Access to modern services within SEZs and support for infrastructure development through tax and customs exemptions.

The Act also establishes a Special Economic Zones Dispute Resolution Panel with quasi-judicial powers to handle conflicts between SEZ stakeholders. If unresolved, disputes may be referred to the High Court of Solomon Islands, ensuring judicial oversight.

The Act entered into force on 1 August 2025.
