Restricts foreign participation in selected small-scale service, trading and mining activities.

On 28 July 2025, the Minister for Industry and Trade issued the Business Licensing (Prohibition of Business Activities for Non-Citizens) Order, following amendments to the Business Licensing Act introduced by the Finance Act, 2025. The Order specifies business activities for which business licences may not be issued or renewed for non-citizens.

Under the Order, licensing authorities, including the Business Registration and Licensing Agency, are prohibited from issuing or renewing licences to non-citizens for the listed activities. Existing licence holders may continue operating only until licence expiry.

The restricted activities mainly cover small-scale services and trading, including wholesale and retail trade (with exceptions for supermarkets, specialized outlets and wholesale centres for local producers), mobile money transfer, repair of electronic devices, salons, cleaning services, postal and courier services, tour guide services, real estate brokerage, micro and small industries, as well as small-scale mining.

Some activities, notably small-scale mining and tour guide services, were already reserved for Tanzanian nationals under sector-specific legislation, with limited participation by foreign investors possible through contractual arrangements in mining. For other listed service and trading activities, the Order introduces new explicit restrictions on foreign participation by denying access to business licensing.
