Investment Laws Navigator
The Investment Laws Navigator is a comprehensive and regularly updated collection of national investment laws. It contains the full text of the laws and offers user-friendly tools for searching and filtering for selected provisions that are specifically relevant to foreign investors. The Navigator is designed to provide accurate and authoritative information and all laws are identified through a systematic review of government and business intelligence sources and verified to the fullest extent possible.
Through its monitoring and analysis of investment laws, UNCTAD is uniquely placed to contribute to the international investment policy discourse and to provide advisory services and technical assistance to countries interested in reviewing or reforming their regulatory framework for foreign investment.
The database of national investment laws is maintained by UNCTAD’s Investment Policy Research Section. For more information about the database or our advisory services, please contact us via our online contact form.

All laws are available in full text and (re-)formatted to provide – as far as possible – a coherent style across all laws. In this regard, please note:-
1. Provision listing: the database follows the source document style. This means that some laws refer to “article”, while others refer to “section” (if no indication is provided “article” is used).
2. Paragraph listing (within articles/sections): the database follows the source document listing format (numbers or letters), however paragraph listing is always indicated by a bracket (i.e. “1)” or “a)”).

(9) În situaţiile în care o operaţiune de preluare a controlului asupra unor întreprinderi sau a unor active prezintă riscuri pentru siguranţa naţională, Guvernul, la propunerea Consiliului Suprem de Apărare a Ţării, va emite o hotărâre prin care aceasta să fie interzisă, cu respectarea competenţei Comisiei Europene în acest domeniu. Consiliul Concurenţei va informa Consiliul Suprem de Apărare a Ţării în legătură cu operaţiunile de concentrare economică care sunt notificate acestuia, susceptibile să fie analizate din punctul de vedere al siguranţei naţionale.
(10) În situaţia în care Consiliul Suprem de Apărare a Ţării comunică Consiliului Concurenţei că o operaţiune de concentrare economică notificată este susceptibilă să prezinte riscuri pentru siguranţa naţională, termenele prevăzute la alin. (1)-(4) se suspendă de la data acestei comunicări. Suspendarea termenelor încetează, după caz, la data comunicării către Consiliul Concurenţei a hotărârii Consiliul Suprem de Apărare a Ţării în sensul interzicerii operaţiunii în cauză, respectiv la data comunicării că operaţiunea respectivă nu prezintă riscuri pentru siguranţa naţională.
(11) Autorităţile şi structurile statale cu competenţe în domeniul siguranţei naţionale pot solicita Consiliului Concurenţei orice informaţii şi documente necesare pentru aplicarea prevederilor alin. (9). Dispoziţiile art. 34 alin. (1), art. 53, respectiv ale art. 54 se aplică în mod corespunzător.
(12) În cazul în care Consiliul Suprem de Apărare a Ţării, în exercitarea atribuţiilor ce îi revin, emite o hotărâre în sensul interzicerii operaţiunii examinate potrivit prevederilor alin. (9), procedura în faţa Consiliul Concurenţei încetează. În termen de 15 zile de la data comunicării acestei hotărâri, Consiliul Concurenţei va informa partea notificatoare, printr-o adresă.
