Creates the "Economic Empowerment Zones"

On October 5th, 2018, the Official Gazette published the "Economic Empowerment Zones Act". This act expires on July 1st, 2023, with the possibility of extending it up to five years.

Upon reception of a certificate, businesses located in the relevant zones can benefit from two types of fiscal incentives and exemptions: 1) Regarding the development of their property, businesses can benefit from exemption from the payment of real property taxes, from excise tax, from stamp duty and taxes associated with the sale of property, and from customs duties for all materials used in the construction or modification of buildings. 2) Regarding their economic activities, businesses with an aggregate turnover smaller than or equal to $5 million can benefit from a waiver of business licence fee, of custom duties on importation of commercial vehicles, and from an exemption from excise tax. Businesses can also be exempt from excise taxes. (Gaming and the sale of alcohol as a primary activity are not eligible to these incentives.)
