Adopts a framework law to streamline sectoral permitting

On 29 September 2025, law No 21.770 (Framework Law on Sectoral Authorizations) was published in the official gazette of Chile. The law aims to improve legal certainty, transparency, and administrative efficiency, thereby supporting investment and sustainable productive development. The law includes the following key changes:

  • Mandatory standard procedures (digital filing, admissibility review, standardized forms) apply across all sectoral authorities.

  • All sectoral authorizations are formally classified into exclusive categories, preventing overlap and duplication.

  • Low-risk activities can proceed immediately through notices or sworn declarations (THAs), replacing prior permits.

  • All permits and THAs must be processed through a single national digital platform: https://super.gob.cl/ 

  • Clear maximum decision timelines apply, with enforceable administrative silence and liability for unjustified delays.

  • Authorities must allow permits to be processed simultaneously rather than sequentially.

  • Certain strategic projects qualify for expedited permitting and regulatory stability.

  • A new body oversees, standardizes, and reforms the entire authorization system, with power to mandate simplification.
