Adopts three State aid schemes totalling €6.5 billion to accelerate the transition to net-zero economy

In 2023, France adopted three State aid schemes totalling €6.5 billion to expand renewable energy sources, reduce dependence on fossil fuels and advance its net-zero objectives. A €2.08 billion measure, approved by the European Commission on 13 February 2023, will finance the country’s first commercial floating offshore wind farm off the coast of South Brittany, with a capacity of 230–270 megawatts. Aid will be provided for 20 years starting in 2028 under a two-way contract for difference. A €300 million scheme, approved on 6 October 2023, supports companies investing in solid recovered fuels with at least 50 per cent renewable content. Funding is available until 31 December 2025, covering up to 45 per cent of investment costs, with higher support available for small and medium-sized enterprises. A €4.12 billion scheme, approved on 7 December 2023, supports two floating offshore wind farms in the Golfe du Lion, each with a capacity of 230–280 megawatts. Aid will be provided for 20 years, with beneficiaries selected in 2024, also under a contract for difference model. These initiatives align with the Green Deal Industrial Plan and the State Aid Temporary Crisis and Transition Framework.
