New incentives for FDI in Shenzen

On 12 March 2025, the Government of Shenzhen, in the Guangdong Province in the south of China, released the “Key Points of Support Policies for Shenzhen Commerce and Investment Promotion in 2025”.

Foreign-invested enterprises that invested more than $50 million in new investment in 2023 and 2024 will be eligible for incentives ranging from 1 to 3 per cent of the investment amount, depending on the sector. The incentive is subject to a ceiling of ¥50 million (approximately $7 million).

In addition, Shenzhen will support the expansion of local investments by foreign-invested multinational corporation headquarters. Eligible companies meeting the investment threshold of $10 million per year over the two-year period will be granted a one-time reward of ¥5 million (approximately $700 thousand).
