Expands pilot programme for opening-up services to FDI

On 11 April 2025, the Ministry of Commerce of China released the "Work Plan for Accelerating the Comprehensive Pilot Program for Expanding the Opening-up of the Service Industry" (“Work Plan”) to further liberalize the country’s services sector and attract foreign investment. The number of pilot areas was increased from 11 to 20 with the addition of Dalian, Ningbo, Xiamen, Qingdao, Shenzhen, Hefei, Fuzhou, Xi’an, and Suzhou.

The Work Plan outlines 155 pilot tasks across 14 focus areas, including telecommunications, finance, healthcare, tourism, and logistics. Key measures include lifting foreign equity caps for certain internet and app store services in designated zones, permitting foreign-invested travel agencies to operate outbound tourism (excluding Taiwan, Province of China), allowing foreign doctors to establish clinics and engage in short-term practice, piloting cross-border data transfer negative lists in Free Trade Zones, expanding Qualified Foreign Limited Partner (QFLP) programs, and facilitating visas and work permits for senior managers and technical personnel of foreign-invested enterprises.
