Establishes fast-track federal review and coordinated approval process for nationally significant projects

On 26 June 2025, the Government of Canada enacted Bill C-5, the One Canadian Economy Act, which includes the Building Canada Act. The Building Canada Act establishes a federal framework to designate and fast-track “national interest projects” by prioritizing their federal review and approvals, following consultation with provinces, territories and Indigenous Peoples. Listed projects are published on a public online registry.

Once a project is listed, the Act consolidates and accelerates the federal approval process. The responsible minister must issue a single “conditions document” that is deemed to constitute the federal authorizations specified in it, with any conditions considered as conditions imposed under the relevant underlying federal statutes. A new Major Projects Office is intended to coordinate federal departments and serve as a single point of contact for proponents, supporting a “one project, one review” approach and the Government’s policy objective of completing the federal review within two years.
