Encourage investment in pharmaceuticals

On 2 June 2025, the Government of Mexico published a decree in the Official Gazette of the Federation to promote investment within the national territory, with a view to strengthening the development of the pharmaceutical industry, the production of health products and national scientific research.

To this end, the decree introduces measures to encourage the participation of individuals and entities with national investment in the pharmaceutical production chain, as well as those establishing manufacturing, laboratory or storage infrastructure, or engaging in scientific research. These measures include:

  • the issuance by the Ministry of Health of guidelines to promote such participation in consolidated public procurement procedures;

  • the expediting by the health regulator (COFEPRIS) of administrative procedures related to regulatory approvals, imports, exports and research protocols;

  • the application of a points-based evaluation system in public procurement for generic medicines that favours national investment and innovation; and

  • the establishment of a Pharmaceutical Investment Promotion Committee, composed of representatives of the ministries of Health, Economy and Anticorruption. The Committee will evaluate investment proposals on the basis of purchase volumes, investment levels, production capacity and scientific research activities, and will formalize coordination agreements with companies establishing operations in Mexico’s health sector.
