Enacts law of special economic zones and free zones

On 7 April 2025, Oman issued Royal Decree 38/2025, enacting a unified Law of Special Economic Zones (SEZs) and Free Zones (FZs), which entered into force on 14 April 2025. The new law replaces the previous laws issued under Royal Decree 56/2002 for FZs and Royal Decree 119/2011 for the Duqm SEZ.

It provides a 10-year tax exemption for qualifying enterprises, renewable for two additional periods, with detailed criteria and procedures to be set out in the forthcoming Executive Regulation. It also introduces new provisions allowing 100 per cent foreign ownership of operators, enterprises, and real estate developers in the zones; an exemption from minimum capital requirements (subject to board approval); and the establishment of a one-stop shop to streamline licensing and permit procedures.
