Introduces the general framework for FDI screening

On 3 July 2025, Albania adopted an amendment to Law No. 7764 “On Foreign Investments”, introducing a mandatory screening framework for foreign direct investment (FDI). Published in the Official Gazette on 11 July 2025, the amendment subjects FDI that relates to or affects critical public infrastructure, critical technologies; goods used for the supply of critical inputs; access to sensitive information; or media freedom – consistent with Regulation (EU) 2019/452 – to mandatory assessment or review.

The amendment does not itself establish the institutional setup or procedural rules for conducting screenings. These elements are to be defined in a forthcoming decision of the Council of Ministers, which is empowered to adopt the necessary rules and procedures. The law entered into force on 26 July 2025.
