Establishes an online single-window to facilitate and expand foreign investment

On 8 September 2025, the Government of Brazil issued a federal decree establishing a digital single window aimed at facilitating and expanding foreign investment. The platform will centralise investor services and documentation.

Designed to support strategic sectors, including those aligned with the New Industry Brazil (NIB) initiative, the Single Window aims to reduce investment-related costs and timeframes. It will provide centralised electronic services, enable investors to submit documentation through a single entry point, distribute documents electronically among relevant government entities, increase transparency regarding applicable laws and regulations, enhance coordination among federal agencies, offer statistical data and relevant investment information, and provide direct support to foreign investors.

The system will be implemented by the Ministry of Development, Industry, Trade and Services, with support from ApexBrasil (the trade and investment promotion agency) and other agencies. Rollout will take place in modules, beginning in early 2026 with general services such as business registration, investor visas and regulatory access, as well as initial sector-specific services for biofuels and infrastructure. Subsequent modules will expand coverage to additional sectors and services, including health, defence, food, medicines and agriculture.
