Adopts labor localisation requirements for several professions

On 26 January 2025, the Ministry of Human Resources and Social Development of the Kingdom of Saudi Arabia announced labour localization requirements (Nitaqat), through Ministerial Resolutions Nos. 103105, 103107, 103108 and 103111, covering 269 professions, including those in pharmacy, dentistry, engineering and accounting.

  • Pharmacy sector: The requirements apply to establishments employing five or more workers in pharmacy professions, setting localization rates at 35 per cent for community pharmacies and medical complexes, 65 per cent for hospital pharmacy operations, and 55 per cent for other pharmacy-related activities.
  • Dentistry sector: Establishments with three or more employees are subject to a localization rate of 45 per cent in 2025, increasing to 55 per cent after 12 months.
  • Engineering sector: Establishments employing five or more engineers must meet a localization rate of 30 per cent.
  • Accounting sector: Establishments employing five or more accountants are required to meet a localization rate of 40 per cent in 2025, with the rate increasing by 10 percentage points annually thereafter.

Separately, on 1 October 2025, the Ministry of Tourism of the Kingdom of Saudi Arabia introduced phased labour localization requirements for licensed tourism establishments. Under the policy, localization is set at 40 per cent from 22 April 2026, rising to 45 per cent from 3 January 2027 and to 50 per cent from 2 January 2028. The policy also prohibits the outsourcing of covered occupations outside the Kingdom and requires the presence of a Saudi receptionist during working hours in hospitality facilities.

The localization requirements for pharmacy, dentistry and engineering enter into force on 23 July 2025, for accounting on 25 October 2025, and for tourism on 22 April 2026.
