The Finance Act 2025 reduces certain investment incentives and tightens conditions for access to land and residency

The Finance Act 2025 introduced several investment-related policy changes affecting foreign investors, including the following:

  • Revised criteria for residence permits: The turnover thresholds and conditions for the issuance and renewal of residence permits for investors have been modified. The minimum holding period required to apply for permanent residence has been extended. 

  • Restricted access to real estate market. Foreign investors are restricted to purchase real estate form a list of pre-approved projects (schemes). The transaction tax for non-citizens acquiring residential property and land has been increased from 5 per cent to 10 per cent. 

  • Changes to Smart City project incentives: Tax incentives for Smart City projects are no longer available for projects approved after 5 June 2025. Incentives are now limited to infrastructure projects relating specifically to public roads and public transport stations.

  • Introduction of Qualified Domestic Minimum Top-Up Tax (QDMTT): A 15 per cent top-up tax has been introduced on multinational enterprises (MNEs) with annual consolidated revenues of at least €750 million, applicable to financial years ending after 31 December 2024.

  • Transfer pricing documentation requirements: MNEs engaged in related-party transactions are now required to prepare and maintain appropriate transfer pricing documentation in line with applicable regulations.
