Provides State aid to support offshore wind energy

On 5 August 2025, the European Commission approved an €11 billion State aid scheme of France to support the construction and operation of offshore wind farms and the transition towards a net-zero economy. The scheme will run for 20 years and forms part of a broader strategy to expand offshore wind farm construction in France. It supports three offshore wind farms expected to generate around 2.2 TWh annually, one off the coast of Brittany and two in the Mediterranean Sea. Beneficiaries will be selected through a competitive bidding process. The aid will take the form of a monthly variable premium under a two-way contract for difference, calculated on the basis of the difference between the bid price and the market price of electricity. The scheme is in line with the Clean Industrial Deal and the Clean Industrial Deal State Aid Framework (CISAF).
