New crypto-assets law introduces licensing and local establishment requirement for foreign service providers

On 04 July 2025, Armenia’s Law HO-159-N “On Crypto-assets” entered into force, establishing a comprehensive regulatory framework for crypto-assets, including rules on public offering and trading, licensing/authorisation of crypto-asset service providers, and the Central Bank of Armenia’s supervisory powers. The law sets specific entry/establishment conditions for foreign providers, requiring foreign companies to provide crypto-asset services in Armenia only through a subsidiary or branch established in Armenia, and requiring Central Bank authorisation for foreign branches/representative offices related to crypto-asset services.
