Expands automatic route for FDI to additional manufacturing and services activities

On 16 February 2026, Nepal issued a notification under section 42 of the Foreign Investment and Technology Transfer Act, 2019 (FITTA), expanding the scope of the automatic route for foreign direct investment (FDI).

Previously, the automatic route applied to 60 industry areas and was subject to a ceiling of NPR 500 million (approximately $3.8 million). Investments above that ceiling, or in non-listed areas, required approval by the Department of Industry. The new notification expands coverage to 102 industry areas and removes the ceiling.

Newly covered areas include the operation of existing infrastructure, export processing zones, cargo complexes, film cities or studios, international cargo businesses, private warehouses, soil testing and mineral studies, the manufacture of vehicles and components, construction materials, fertilizers, lubricants, toiletries, glass products, tyres, tubes and medical and surgical equipment, as well as renewable and other energy production, related machinery, rubber and cotton processing, and large-scale cold storage facilities.

The notification also removes the minimum investment threshold of NPR 20 million (approximately $150,000) for specified information technology and digital sectors, including technology and biotechnology parks, software development, data processing, digital mapping, business process outsourcing, knowledge process outsourcing, data centres, data mining, cloud computing, web portals, web design services and web hosting, while maintaining the general thresholds for other sectors.
