Permanent residency subcategory for researchers, scientists and exceptionally talented professionals

On 20 March 2026 the Government of Panama issued Executive Decree No. 6 creating a new permanent‑residency subcategory for researchers, scientists and exceptionally talented professionals in areas of national importance. The decree establishes a provisional two‑year permit for eligible foreign researchers and professionals; after this period, beneficiaries may apply for permanent residency once they meet the statutory requirements.

The decree also introduces practical measures to ease relocation and integration. Applicants may start the procedure through a legal representative before entering Panama, and a dedicated one‑stop service window at the National Secretariat of Science, Technology and Innovation (SENACYT) will coordinate interagency steps and provide guidance. The National Migration Service must issue a decision within 30 working days. Dependents may receive migration protection linked to the principal permit, and beneficiaries are exempt from import duties on household goods upon their first relocation.
