Mandates “innovate-or-pay” scheme.

On 14 December 2025, Algeria adopted Finance Law 2026 (Loi n° 25-17, Loi de Finances pour 2026) providing for mandatory investment in research, development and innovation by large companies. The law entered into force on 1 January 2026.

Article 119 of the Finance law requires large public and private companies with an annual turnover of 2 billion Algerian Dinars or more (approximately $15 million) to allocate at least 1 per cent of their taxable profit to research and development and innovation. Such activities are defined as those conducted within the establishment or through open innovation programs with labelled startups or incubators.

If the companies do not fund R&D or support startups and incubators, they are penalized with a compensatory contribution directly to the Government. The mandate to "innovate or pay" operates together with the provisions to provide for tax benefits for innovation and linkages with startups and incubators.
