Establishes a dedicated investment promotion agency: Invest New Zealand

On 27 June 2025, New Zealand adopted the Invest New Zealand Act 2025 (Public Act 2025 No 33). Key features of the Act include:

  • Establishes Invest New Zealand as an autonomous Crown entity to promote foreign investment, providing foreign investors with a single agency for engagement, opportunity matching and support (section 3, Purpose).
  • Transfers functions, assets and staff from New Zealand Trade and Enterprise to Invest New Zealand, consolidating investment promotion into one body and changing the primary contact point for foreign investors (section 17 and related provisions).
  • Tasks Invest New Zealand with facilitating connections and providing advice to investors and Government, thereby offering a dedicated channel for opportunities, partnerships and policy feedback (section 9, Functions).
  • Authorises Invest New Zealand to share information with other agencies to manage national security and public order risks linked to foreign transactions, strengthening oversight of investments.
  • Clarifies that all overseas investment remains subject to the Overseas Investment Act 2005, so promotion by Invest New Zealand does not replace existing consent, screening or national interest tests (section 3 and related provisions).
